MM2H Application for 3-Tier MM2H
Introducing the 3-Tier New MM2H Programme and MM2H in SEZ
Malaysia has launched an exciting new 3-Tier MM2H Programme (Silver, Gold & Platinum) along with MM2H in Special Economic Zones of Johor Bahru (SEZ - JB)! These programmes offer enhanced flexibility, long-term stability, and unique benefits for expatriates looking to make Malaysia their second home. Whether you're retiring, investing, or planning a long-term stay, these new tiers are designed to suit a range of needs.
New 3-Tier MM2H & MM2H in SEZ (JB) Requirements
Eligible Countries
Open to citizens from 191 countries with diplomatic ties to Malaysia (except Israel and North Korea).
Age Requirements
- 3-Tier MM2H (All Categories): 25 years and above.
- MM2H in SEZ (JB): 21 years and above.
How to Apply
Applications must be submitted through licensed MM2H agents, accredited under the Tourism Industry Act 1992
Eligible Dependents
- Spouse (husband or wife) who are legally married (common-law marriage is not accepted).
- Children (biological, step, or adopted):
- Aged below 34 years.
- For children aged 21-34, they must be single and not employed in Malaysia.
- Disabled children: No age limit (certified by a medical expert).
- Parents and Parents-in-law.
Minimum Stay Requirement (Per Year)
- 90 cumulative days within Peninsula Malaysia.
- 3-Tier MM2H (All Categories): Applicants aged 25-49 must meet the minimum stay requirement through either the main applicant or their dependents.
- MM2H in SEZ (JB): Same condition applies for applicants aged 21-49.
Property Purchase Requirements
- Compulsory for all categories after approval.
- Residential properties must be purchased within Peninsula Malaysia.
- Lock-in period: 10 years (Property cannot be sold within this period).
- Buying higher-value properties is allowed during the lock-in period.
- Non-compliance will result in the MM2H visa being revoked.
Medical / Health Insurance
- Required for applicants aged below 60 years old.
- Only Malaysian medical/health insurance is accepted.
Certificate of Good Conduct
- Mandatory for all applicants and dependents aged 18 years old and above.
Medical Check-Up
- (Submission) MFI: To be done out of Malaysia at any licenced clinic/hospital.
- (After approval & before endorsement) MFII: Must be performed by authorised clinics/hospitals in Malaysia.
Working, Business, or Investment in Malaysia
- Exclusive to Platinum Category participants.
Education
- Available for children under MM2H.
Medical Treatment in Malaysia
- Accessible to all categories.
Proof of Offshore Income & Financial Strength
- Not required for any category.
Renewal Terms
- MM2H visas are renewable every 5 years.
- Documents required for renewal:
- Current passport.
- Medical check-up from an authorised clinic/hospital in Malaysia.
- Valid Malaysian medical/health insurance.
Tax Exemption
- Available for all categories on offshore income or funds.
Transfer of Principal
- If the principal passes away, the visa can transfer to the next-of-kin who is a registered dependent under the MM2H application.
- Must formally report to MM2H OSC within 3 months from the date of principal passed away.
PLATINUM Category
Fixed Deposit (FD)
- Minimum of USD 1 million in any Malaysian bank.
- To be done after approval and within 90 days of the date the approval letter is issued.
Property Purchase
- Purchase of any residential property in Malaysia valued at RM 2 million or above.
Fixed Deposit (FD) Withdrawal
- Up to 50% of the total FD can be withdrawn for:
- Property purchases valued at RM 2 million and above after endorsement only.
- Medical expenses/treatment in Malaysia.
- Domestic travel within Malaysia.
- Withdrawal must be conducted within Malaysia, subject to terms and conditions.
Government Registration/Entry Fee (One-Time)
- Principal Applicant: RM 200,000.
- Dependents: No registration fee required.
Immigration Processing Fee
- Principal Applicant: RM 5,000.
- Dependents: RM 2,500 each.
MM2H Social Pass/Visa
- 20-year renewable visa with a Multiple-Entry Visa (MEV) for both the main applicant and dependents.
- After the initial 20 years, a 5-year renewable visa will be issued.
- Government renewal fee: RM 5,000 (excluding visa fee).
Business, Investment, or Employment
- Participation in business, investment, or employment activities is allowed.
Maid
- Bringing a maid under MM2H is permitted.
GOLD Category
Fixed Deposit (FD)
- Minimum of USD 500,000 in any Malaysian bank.
- To be done after approval and within 90 days of the date the approval letter is issued.
Property Purchase
- Purchase of any residential property in Malaysia valued at RM 1 million or above.
Fixed Deposit (FD) Withdrawal
- Up to 50% of the total FD can be withdrawn for:
- Property purchases valued at RM 1 million and above after endorsement only.
- Medical expenses/treatment in Malaysia.
- Domestic travel within Malaysia.
- Withdrawal must be conducted within Malaysia, subject to terms and conditions.
Government Registration / Entry Fee (One-Time)
- Principal Applicant: RM 3,000.
- Dependents: No registration fee required.
Immigration Processing Fee
- Principal Applicant: RM 5,000.
- Dependents: RM 2,500 each.
MM2H Social Pass / Visa
- 15-year renewable visa with a Multiple-Entry Visa (MEV) for both the main applicant and dependents.
- After the initial 15 years, a 5-year renewable visa will be issued.
- Government renewal fee: RM 5,000 (excluding visa fee).
Business, Investment, or Employment
- Participation in business, investment, or employment activities is not allowed.
Maid
- Applicants must engage local licenced maid agencies in Malaysia to bring in a maid.
SILVER Category
Fixed Deposit (FD)
- Minimum of USD 150,000 in any Malaysian bank.
- To be done after approval and within 90 days of the date the approval letter is issued.
Property Purchase
- Purchase of any residential property in Malaysia valued at RM 600,000 or above.
Fixed Deposit (FD) Withdrawal
- Up to 50% of the total FD can be withdrawn for:
- Property purchases valued at RM 600,000 and above after endorsement only.
- Medical expenses / treatment in Malaysia.
- Domestic travel within Malaysia.
- Withdrawal must be conducted within Malaysia, subject to terms and conditions.
Government Registration / Entry Fee (One-Time)
- Principal Applicant: RM 1,000.
- Dependents: No registration fee required.
Immigration Processing Fee
- Principal Applicant: RM 5,000.
- Dependents: RM 2,500 each.
MM2H Social Pass / Visa
- 5-year renewable visa with a Multiple-Entry Visa (MEV) for both the main applicant and dependents.
- After the initial 5 years, a 5-year renewable visa will be issued.
- Government renewal fee: RM 5,000 (excluding visa fee).

Maid
- Applicants must engage local licenced maid agencies in Malaysia to bring in a maid.
MM2H in SEZ (JB)
Fixed Deposit (FD)
- Aged 21 – 49: Minimum of USD 65,000 in any Malaysian bank.
- Aged 50 & above: Minimum of USD 32,000 in any Malaysian bank.
- To be done after approval and within 90 days of the date the approval letter is issued.
Property Purchase
- Residential property must be purchased directly from developers according to the list of properties/projects that is recognized as “SEZ” – Not from property agents or existing owners.
- Minimum purchase price is subject to the regulations set by Johor State Authority & Developers – May require approval or consent from the State Authority.
Fixed Deposit (FD) Withdrawal
- Up to 50% of the total FD can be withdrawn for:
- Property purchase after endorsement.
- Medical expenses/treatment in Malaysia.
- Domestic travel within Malaysia.
- Withdrawal must be conducted within Malaysia, subject to terms and conditions.
Government Registration/Entry Fee (One-Time)
- Principal Applicant: RM 1,000.
- Dependents: No registration fee required.
Immigration Processing Fee
- Principal Applicant: RM 5,000.
- Dependents: RM 2,500 each.
MM2H Social Pass/Visa
- 10-year renewable visa with a Multiple-Entry Visa (MEV) for both the main applicant and dependents.
- After the initial 15 years, a 5-year renewable visa will be issued.
- Government renewal fee: RM 5,000 (excluding visa fee).
Business, Investment, or Employment
- Participation in business, investment, or employment activities is not allowed.
Maid
- Applicants must engage local licenced maid agencies in Malaysia to bring in a maid.
Required Documents for New MM2H Application (Submission)
- Scan copy of current passport personal information page:
- Required for principal and all dependents.
- Colour mode in PDF format with 300 dpi – Click this link on how to scan the passport. (will prepare the content of this page for you separately)
- Must have at least 2 years of validity and 3 blank pages during endorsement.
- Updated Resume/CV in PDF or Word format – Principal and spouse only.
- Passport photo – Principal and all dependents.
- White or blue background.
- Width 35mm x Height 50mm.
- 600 dpi in PDF or JPG format.
- No accessories allowed (such as earrings, necklace, sunglasses, etc.) except for prescribed spectacles.
- Original & latest Certificate of Good Conduct (CGC):
- Required for all participants aged 18 and above.
- Can be obtained from any police department at participant’s home country or the place they are residing (except Malaysia).
- Must be in English. If it is not in English, it must be translated to English by authorized translator appointed by participant’s government/embassy. All CGC and its translation must be certified by Malaysian Consulate/Embassy. For further details on documents certification, please refer to this link (redirect to “Document Certification” page).
- Proof of Kinship (such as marriage certificate, birth certificate, adoption certificate, family registration certificate, etc.):
- Required for application with dependent.
- Must be certified by Malaysian Consulate/Embassy on the photocopy or colour copy or extract. For further details on documents certification, please refer to this link (redirect to “Document Certification” page).
- Must be in English. If it is not in English, it must be translated to English by authorized translator appointed by participant’s government/embassy and to be certified by Malaysian Consulate/Embassy. For further details on documents certification, please refer to this link (redirect to “Document Certification” page).
- Two set of signed IMM.12 form for each participant.
- Signed IMM.38 form for each participant (only required for some countries).
- Other supporting documents such as Change of Name Certificate (if required) – Must be certified by Malaysian Consulate/Embassy. For further details on documents certification, please refer to this link (redirect to “Document Certification” page).
- Signed Engagement Letter – Must be signed by the principal & appointed agency director.
All applications will undergo security screening by the Royal Malaysian Police and only completed documents will be accepted for MM2H Centre to be processed. Submission typically takes 1 working day, and we have no control over the processing timeframe conducted by MM2H Centre.
Applicant(s) have 90 days from the date on the Approval Letter to complete the endorsement. We highly recommend that applicants complete their endorsement as early as possible to avoid any unexpected issues, such as system failures at the MM2H Centre.
- MFII health check at the appointed clinic/hospital panel in Malaysia – Principal and all dependents.
- MM2H Fixed Deposit (FD) account opening and funds deposit in any Malaysian bank – Principal will be given original Bank LIEN Letter upon completion.
- If you have children aged 21 – 34 years old under your MM2H, your children are required to do Statutory Declaration of single status and unemployment in Malaysia at any Commissioners of Oaths in Malaysia.
Required Documents for New MM2H Application (Endorsement)
- Original current passport:
- Required for principal and all dependents.
- Must have at least 3 blank pages on the passport.
- Original Approval Letter.
- Local medical/health insurance policy – Principal and all dependents aged below 60 years old.
- Original Bank LIEN Letter:
- Platinum: USD 1 million.
- Gold: USD 500,000.
- Silver: USD 150,000.
- SEZ/SFZ (aged 21 till 49 years old): USD 65,000.
- SEZ/SFZ (aged 21 till 49 years old): USD 32,000.
- MM2H Fixed Deposit Bank slips – If required.
- Signed and stamped MFII form by licenced doctor:
- Required for principal and dependents.
- Must be at one of the hospital panels authorized by the Ministry in Malaysia.
- Clinic/Hospital name, address and contact information must be stamped on the form.
- A medical report must be attached to the form.
- Security Bond – We will arrange this for you.
- Original & latest Statutory Declaration of single status and unemployment in Malaysia:
- Required for dependents aged 21 – 34 years old only.
- Can be obtained at any Commissioners of Oaths in Malaysia.
- Payment for processing includes government fees, medical checkup expenses, basic medical/health insurance, etc.
- Other supporting documents if required.
The endorsement of the MM2H visa for new applications typically takes 1 working day at the MM2H Centre. However, if there are any system issues on the day of submission, we will attempt the endorsement on the following working day.
