Which documents require certification for an MM2H application?
Legal documents such as marriage certificates, birth certificates, household or family registration certificates, adoption papers, custody letters, and police clearance letters (indicating no criminal record) must be certified by a Malaysian Embassy abroad before they can be submitted. This ensures the documents are authentic and free from any tampering.
Depending on the country and its legal system, the following terms may be used interchangeably:
- Apostille
- Affidavit
- Certification
- Embassy Attestation
- Legalisation
- Notarisation
- Certified True Copy (CTC)
Scenario 1: How do I certify my marriage and birth certificates if I am already in Malaysia?
You can either:
Option 1 – Obtain and Certify an Extract
- Contact the embassy of the issuing country to apply for an extract or household/family registration certificate. If the certificates are not in English or Malay, they must be translated by a certified professional translator recognised by the country’s embassy.
- Have the extract and related documents certified by the embassy of the issuing country.
Option 2 – Certify Photocopies of Marriage and Birth Certificates
- Make photocopies of the original marriage and birth certificates. If the documents are not in English or Malay, they must be translated by a certified professional translator approved by the respective embassy.
- Have the photocopies and translations certified by the embassy of the issuing country.
Important Note:
This process does not apply to:
- Police clearance letters (no criminal record or Letter of Good Conduct)
- Marriage and birth certificates
- Household/family registration certificates
...issued by China, Hong Kong, Taiwan, Brazil, Ireland, or the United Kingdom.
For these countries, certification must be carried out at their Ministry of Foreign Affairs and the Malaysian Embassy/High Commission/Consulate in the issuing country (refer to Scenario 3 for details).
Scenario 2: I am currently outside Malaysia, staying in Country A. How do I certify my marriage and birth certificates issued by Country B?
You can either:
Option 1 – Obtain and Certify an Extract:
- Contact Country B’s Embassy in Country A to request an extract and have it certified by the embassy.
- If the certificates are not in English or Malay, have them translated by a professional translator approved by the respective country’s embassy.
- Book an appointment with the Malaysian Embassy / High Commission / Consulate in Country A. Present the extract for final certification.
Option 2 – Certify Photocopies of Marriage and Birth Certificates:
- Make a photocopy of the original marriage and birth certificates.
- If the documents are not in English or Malay, arrange for translation by a certified translator recognised by the relevant embassy.
- Schedule an appointment with Country B’s Embassy in Country A and request certification of the photocopies (check in advance for any additional requirements).
- Book an appointment with the Malaysian Embassy / High Commission / Consulate in Country A. Submit the certified copies for further certification.
Important Note:
This process does not apply to:
- Police clearance letters (no criminal record or Letter of Good Conduct)
- Marriage and birth certificates
- Household/family registration certificates

Scenario 3: I am currently in my home country. How can I certify my marriage and birth certificates that were issued here?
You can either:
Option 1 – Obtain & Certify an Extract or Household/Family Registration Certificate:
- Request the extract or household/family registration certificate from your home country’s Ministry of Foreign Affairs.
- Schedule an appointment with the Malaysian Embassy / High Commission / Consulate in your home country and bring the extract or registration certificate for certification.
Option 2 – Certify Photocopies of Marriage and Birth Certificates:
- Photocopy the original marriage and birth certificates.
- Arrange an appointment with your home country’s Ministry of Foreign Affairs and request certification of the documents (check if any additional documents are needed).
- Book an appointment with the Malaysian Embassy / High Commission / Consulate in your home country and present the certified copies for further certification.
